Established on 1 April 2008, the Workplace Safety and Health Council (WSHC) comprises leaders appointed from major industry sectors (including construction, manufacturing, marine industries, petrochemicals, and logistics), government, unions, employers as well as professionals from the legal, insurance and academic fields. The Council works closely with the Ministry of Manpower and other government agencies, the tripartite partners, the industry, and professional associations to develop strategies to raise WSH standards in Singapore. The Council’s main functions are:
  • Build industry capabilities to better manage WSH;
  • Promote safety and health at work, and recognise companies with good WSH records;
  • Implement acceptable WSH practices

Through MOH the Government manages the public healthcare system to ensure that good and affordable basic medical services are available to all Singaporeans. We achieve this by providing subsidised medical services while promoting individual responsibility for the costs of healthcare services.

While our population is encouraged to adopt a healthy lifestyle and take responsibility for their own health, safety nets are in place to ensure that no Singaporean is denied access to healthcare or turned away by public hospitals because of lack of money. The public healthcare delivery system is geographically structured as vertically integrated delivery networks: National University Health System (NUHS), National Healthcare Group (NHG) and Singapore Health Services (SHS).

The work of MOH is implemented through its three main groups:

MOH also licenses and regulates all healthcare establishments such as hospitals, nursing homes, clinical laboratories, medical and dental clinics.

SCDF exists to ensure the safety of the population of the economy to near-normal condition during any eventuality. Its main roles are to provide fire fighting, rescue and emergency medical services; as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters. To fulfil its roles, the SCDF has established 4 systems to cater to Singapore’s emergency needs – Warning; Protection; Rescue; Command, Control and Communications.

The mission of the SPF is to prevent, deter and detect crime to ensure the safety and security of Singapore. The Singapore Food Agency (SFA) was formed as a statutory board under MEWR on 1 April 2019 to oversee food safety and food security from farm-to-fork. The SFA brings together food-related functions carried out by the former Agri-Food & Veterinary Authority of Singapore, the National Environment Agency and the Health Sciences Authority. As the lead agency for food-related matters, SFA’s mission is to ensure and secure a supply of safe food for Singapore. SFA works hand-in-hand with the industry and consumers to grow our three “food baskets” – Diversify import sources, Grow local, and Grow overseas, as well as ensure food safety from farm to fork. SFA also partners food businesses to strengthen capabilities, tap on technologies to raise productivity, undertake research to develop new lines of business, and catalyse industry transformation to ensure food security
